Prime Minister Cameron has a choice to make. He can try to achieve wholesale reforms to the EU Treaties in the face of stiff opposition at home and abroad, all with the slim prospect of success. Or he can try and achieve meaningful reforms to the same Treaties that will garner strong support in Britain and across the EU, while making the vote on Britain's future in the EU a clear-cut choice. Which choice he makes depends entirely on what he wants to achieve and how he hopes to achieve it.
